It would be foolish to deny that such a strategy has had an active life in political thought. Plato's guardians, Macchiavelli's Prince, even perhaps Adam Smith's `wise sovereign', exemplify. In this tradition, the issue in relation to the great bulk of humanity is how to manipulate them for their own good ± to indulge in a variant of what has come to be known as `government house utilitarianism'. We reject this possibility. We see no plausible reason for believing that either moral sensibility or moral conduct should be seen ex ante as the monopoly of any one group, class or caste ± and certainly not the monopoly of the governing class.
Although familiar in some areas of debate, much of the reasoning to be presented here does not seem to have connected much with rational actor political theory. Our aim here is to make this connection. It is useful to begin with a clari®cation of what can count as an `action' in rational actor political theory. There is a potential ambiguity here that should be resolved. In the process, it will be helpful to introduce some terminology to distinguish importantly different cases. Simply put, we wish to extend the conventional domain or scope of rationality axioms.
