The opportunities to discuss their progress with teachers on an individual basis were particularly appreciated: I was talking to my science teachers and they were saying that if I carry on the way I am doing then my target will be a C so [target setting] is working . . (Y10 pupil) To help teachers follow up the issues that emerged from the interview data, a one-day conference was organised in which teachers and pupils who had been involved in the project were invited to talk about the issues and to consider ways of developing the target-setting system and support arrangements for Year 10 and 11 pupils.

There may be reluctance among teachers and other members of staff to introduce change or to act upon pupil data; and there can be practical difficulties of finding the time and resources required. Pupils, too, may find consultation ‘uncomfortable’ because they may be worried that it could affect their relationships with peers; they might feel disappointed or frustrated when their views are sidelined and some may regard consultation with deep suspicion or a degree of anxiety because they are unaccustomed to having their views really listened to by adults.

The school serves an area that has been quite seriously affected by social and economic hardship in recent years and this is evidenced in the higher than average number of pupils who are eligible for free school meals (currently around 21 per cent of the school roll). The school was one of six schools chosen to take part in Breaking New Ground (part of the ESRC/TLRP Phase 1 Project, Consulting Pupils about Teaching and Learning). Avril Vaughan, deputy head teacher, designed and carried out this project with advice and support from the Project research team ( Julia Flutter and Nick Brown).
