Carlo, early on, saw the implications of complexity work for policy and after reading one of Dave’s books on complexity called Dave out of the blue when he was at Princeton and convinced him to become one of the organizers of the transdisciplinary Dahlem Conference on the role of mathematics and modeling in the social sciences. Earlier Roland had worked with Carlo on a study on behalf of the German government that took a complexity view on the economics of climate change policy in Europe.

A well-functioning ecosystem has a set of norms, rules, and laws that prevent individuals from setting up the system to benefit themselves—by creating tolls along the rivers of commerce or by buying government influence—and instead sets up as fair and competitive an environment as possible. If a system does not have appropriate norms, rules, and laws, the result will be a vicious circle, with various subgroups demanding direct government control to offset its unfairness. Thus a government without moral strength is likely to get you precisely the system you don’t want—an inefficient one with government playing a significant role in the everyday activities of people.

In the Drachten traffic experiment only the government had the capability to direct the removal of the traffic lights and sidewalks, so that new patterns of traffic could subsequently emerge. Influencing those rules is what we call an ecostructure policy. The government is an institution to which agents have delegated the power to influence the interactions between themselves. In part III we illustrate with practical examples what types of government actions can be distinguished from this perspective.
