Linard’s observations had the blessing of General John ‘Black Jack’ Pershing, the commander of the American Expeditionary Force (indeed, they have been mistakenly attributed to Pershing himself). Directed towards French officers, Linard’s short statement pointed out that intimacy between the French and the black American troops must be prevented, the latter must not be commended too highly (‘particularly in the presence of white Americans’), and the ‘native population’ must refrain from ‘spoiling the Negroes’.

In Britain, for example, secondary-school languages have been made optional for a great many pupils, with predictable results. At the same time, the government there intends to introduce (this year) more language-learning possibilities at the primary level. Even in the most optimistic construction this seems a rather back-to-front arrangement, and it is no wonder that many in the language-teaching community are talking of a ‘lost generation’, nor that the knock- on effects have reduced and, in some cases, eliminated language provisions at university level.
