According to the Ministry of Finance, donor countries spent about $500 million on poorly designed and uncoordinated technical assistance, to little effect. The World Bank is designing a facility that will enable the government to hire the technical advisors it needs, rather than trying to coordinate advisors sent by donors in accord with their own priorities and domestic constituencies. The US should support this initiative as well as a major crash program to increase the implementation capacity of line ministries.
